Free HOA & Condo
Election Software

Stop paying per door for HOA elections. TapVoter runs secure, anonymous board elections, bylaw amendments, and special assessment votes for condo and community associations — with ranked choice, quorum tracking, and 30 languages. Free.

Why HOA & Condo Elections Cost More Than They Should

Running association elections the old way drains reserves and volunteer time. Here are the challenges community associations face.

Per-Door Pricing Adds Up Fast

Most HOA voting vendors charge per door or per voter. A 300-unit condo association can pay $1,000–$3,000 per election, with higher fees for special assessments and bylaw votes. That comes straight out of reserves.

Governance & Compliance Requirements

HOA state statutes and your CC&Rs spell out notice periods, quorum thresholds, anonymous balloting, and record retention. You need an election tool that actually supports how your association has to run a vote.

Low Turnout Kills Quorum

Annual meetings routinely fail to reach quorum, delaying board elections and budget approvals. Mailed paper ballots take weeks and cost thousands. Online voting drives turnout without the postage.

Volunteer-Run Election Committees

Most HOAs run elections through a volunteer committee that rotates each year. You need software that a new volunteer can learn in 10 minutes — not a complex enterprise tool with a training curve.

Built for Community Association Elections

Every feature below is free. No per-door fee, no upsell.

Free Forever — No Per-Door Fees

No per-election charges, no per-unit fees, no premium tiers. Run your annual board election, a special assessment vote, and quarterly bylaw amendments at zero cost.

5 Voting Methods

Single Choice, Ranked Choice (IRV), STAR, Approval, and Multi-Winner voting. Use ranked choice for contested board seats or multi-winner when three open seats are on the ballot.

Anonymous Ballots by Design

Unique voter access codes let each unit cast exactly one anonymous ballot. Neighbors and directors cannot see who voted for whom — matching the secret-ballot expectation in most HOA statutes.

One Vote Per Unit

Voter access codes prevent duplicate voting while keeping results anonymous. Each door gets one code — distribute via email, the owner portal, or printed mail-in notice.

30 Languages

Serve diverse owner communities with native-language ballots in Spanish, Chinese, Vietnamese, Korean, Russian, and more. Full RTL support for Arabic and Hebrew.

CSV Export & Audit Trail

Download complete election results for your association records. The Audit Center logs every relevant action so your inspector of elections can verify the vote was conducted properly.

Run Your HOA Election in 4 Steps

From setup to certified results in under 30 minutes.

1

Create the Election

Sign up free and create a new election — for example, "2026 Annual Board Election" or "Amendment to CC&R Article IV". Set the voting window and pick your method.

2

Add Positions, Candidates, or Measures

Add each open board seat (President, Treasurer, At-Large) with candidate bios, or add bylaw amendments as yes/no items. Multi-Winner voting is ideal for electing three directors at once.

3

Distribute Voter Codes

TapVoter generates one access code per eligible unit. Email the codes through your management company, include them in mailed meeting notices, or post to your owner portal.

4

Track Quorum & Announce Results

Watch quorum progress in real time during the voting window. When voting closes, results tally automatically. Export a CSV for your minutes and share results with owners.

Housing society · 220 voters
“We were conducting a housing society election where everyone voted for everyone — 220 members voting for 220 positions. The true mirror image of the votes provided us a clear top 20 members, who formed the committee. We searched the web and could not find another product to match this in ease of use, setup, and pricing.”

Audit-Ready Out of the Box

Anonymous by Design

Voter codes are decoupled from ballots so no one — not even the board — can trace a vote back to an owner.

CSV Export + Audit Log

Export complete results for your minutes and hand the audit log to an inspector of elections.

HOA Election FAQs

Is TapVoter really free for HOA elections?

Yes. TapVoter elections are 100% free with no per-door charges, no per-voter fees, and no credit card required. Run unlimited elections with up to 10,000 voters each.

Does TapVoter meet HOA statute requirements for secret ballots?

TapVoter uses unique access codes per unit, keeps ballots anonymous, and produces an auditable record. Most HOA statutes that require secret ballots (e.g. California Civil Code §5105) are satisfied by this model, but you should confirm with your association counsel for your specific state.

How do we handle owners with multiple units?

You control how many access codes each owner receives. If your CC&Rs grant one vote per unit, issue one code per unit. If they grant one vote per owner regardless of unit count, issue one code per owner. TapVoter does not enforce a specific model — it follows your governing documents.

Can we run ranked choice for a contested board election?

Yes. TapVoter supports Instant Runoff Voting (IRV) out of the box. Owners rank candidates in order of preference, and the platform eliminates the lowest-ranked candidate and redistributes votes until someone reaches a majority.

What happens if an owner disputes the result?

TapVoter keeps an audit trail of every relevant action and lets you export a full CSV of results. Inspectors of elections (or any third-party verifier your state requires) can reconcile the number of codes issued against ballots cast without exposing individual owner votes.
